The Ninomiya Town Lifelong Learning Center (Radian) was opened in 2000 as a base for cultural promotion and lifelong learning projects, as well as for community development and regional revitalization. The extensive facilities, such as a concert hall with a capacity of 531 people and a library, are a fun place for townspeople to gather. The name "radian" is derived from the English word "radiant". It is used for presentations, club activities, hobby exhibitions, etc., and lively events such as the "Sunday morning market" are held in the outdoor event plaza.
