It is open from 9:00 AM to 9:00 PM (some areas open until 10:00 PM) throughout the year, but the opening hours and holidays vary depending on the institution you are using, so please check in advance. The Kanagawa Prefectural Citizens' Center is managed by the Kanagawa Prefectural Citizens' Activities Support Center.
